You will see a blue exclamation point in-game whenever you have an action available. For example, if a car part is finished installing in your Garage, you will see a blue exclamation point over the Garage building. If you have car parts available to research in your R&D Center, you will see a blue exclamation point over the R&D Center as well as inside the R&D Center on the parts buttons available to research.
